The decree law proposes security measures, as a part of state of emergency has been published in official gazette. Within the law 35 health institutions, 1043 private education schools, 1299 foundations, 19 unions and 15 foundation universities linking FETÖ (Fethullah Terror Organization) closed across Turkey.

It is ordered in the law that institutions, which are related with FETÖ/PDY (Parallel State Structure) and determined as a threat to national security, including private hospitals, private education institutions, private dormitories, foundations, associations, foundation universities, union federations and their commercial enterprises are going to be closed or taken over by state.

According to the decree law; 35 health institutions, 1043 private education schools, 1299 foundations, 19 unions and 15 foundation universities linking FETÖ (Fethullah Terror Organization) are closed across Turkey.

Closed foundations’ chattels and real assets, rights, papers and documents are considered to be handed over General Directorate for Foundations at no charge. Closed foundation universities’ health practice schools and research centers, chattels and real assets, rights, and debts are considered to be handed over Department of Treasury at no cost. Real estate belongs to these institutions are going to be registered free and clear of any kind of restriction on behalf of Department of Treasury. No any demand can be made to department of Treasury due to their debts.

“The students in closed universities to be placed in state or foundation universities”

Registered students in these closed universities are going to be placed in other state or foundation universities by Board of Higher Education. These students are going to continue to pay their fees to the universities they are placed. Board of higher education is entitled to solve any halting implementation during the placement and other process.

Justice staff

Members of Constitutional Court, who are considered as member, related or showing coherence with a structure, organization or group which are deemed as a threat to national security, can be dismissed from their positions with absolute majority vote casted by General Assembly of Constitutional Court. Head or members of Supreme Court can be recalled by Supreme Court 1st Council of Circuit; members of Council of State can be recalled by Board of Council of Security; judges and prosecutors can be recalled by Supreme Council of Judges and Prosecutors; members of Chamber of Accounts can be recalled by a commission comprise of comptroller general, vice chairmen, a member assigned by comptroller general.

Those who are going to be recalled are going to submit their gun licenses and government type passports and they are going to evacuate the public housing in 15 days.

Duration of detention increased to 1 month

To the decree law during the state of emergency, suspects’ detention cannot pass one month period before taken to the court. (ILKHA)
